There are few things more repulsive than those people who perform acts of ill-will out of selfishness and then dare to profess their actions somehow were meant to benefit the common good; such things are what is referenced by these words, "the welfare of humanity is always the alibi of tyrants." This is the nature of hypocrisy.

Well actually, political hypocrisy in claiming the public good for self-interest goes back quite a ways. Thucydides has some good examples of it. 
Representative government does seem to encourage the hypocritical touch in marrying private desires to public policy, but it's the nature of the beast. If the public would give support to such a beneficial project, or give their approval to the resolution of a political vendetta, they must be convinced that the actions taken would benefit the nation as a whole. Otherwise, nothing shall be done. Indeed, the marrying of personal or regional desires to the national interest is regarded as great political skill! Dictators and kings can openly claim personal satisfaction as a motive, but their subjects do not enjoy and rarely benefit from such openness.
